China’s Vast Array of De Facto Governance Advancing & Protecting

Interests and Networks Throughout the Last Democratic Fiefdom

There is a surprisingly large number and vast network of private associations and organizations that serve the Chinese population as (i) meeting places to synergistically bond, (ii) environments to exchange national and economic security sensitive information with each other and the country’s political and corporate leaders and (iii) to share successes in generating pain, suffering, loss and death and preventing the kind of reform and accountability necessary to end Chinese de facto governance in all its manifestations.   



After the discovery of The Sidewinder Report an investigation was commenced into determining exactly how large the Chinese population was in the country.  According to StatsCan’s there are 1,277,451 registered Chinese immigrants in the country.  


Between 1968 and 1976, about 90,000 immigrants from Hong Kong, mainland China and Taiwan came to Canada, and between 1977 and 1984, another 80,000 arrived from these sources (Li, 1998: 99). The next ten years, 1985-94, brought a drastic increase in Chinese immigration, with a total of 353,000 arriving. In all, over half a million immigrants came to Canada from Hong Kong, mainland China and Taiwan between 1968 and 1994; however, those from Hong Kong accounted for 68 per cent of the total volume, and those from mainland China, another 22 per cent (Li, 1998: 99). The increased volume of Chinese immigration to Canada in the 1980s and 1990s contributed substantially to the growth of the Chinese-Canadian population, which rose from 289,245 in 1981 to 633,933 in 1991 (Li, 1998: 67), and further to 1,094,700 in 2001 (Statistics Canada, 2003).  

For the 7th consecutive year, China was the leading source country of total immigrants to Canada. In 2004, immigrants from China accounted for 15% of new immigrants to Canada and 34% of Canada's top Asian source countries.  In 2004, China was the top source country of immigrants to Canada, accounting for 33% of the Asian total.

The size of the Chinese population as determined supra is inaccurate because of what news reports were saying about emigration that was not according to standard entry protocols.  Repeated immigration scandals in Hong Kong and Beijing have led to the introduction of tens of thousands of Chinese nationals engaging in espionage posing as students, visitors and businessmen seeking and achieving close ties to government; the entrance of spies posing as business people is “an old rule used by China’s intelligence service”: Asian Pacific Post, Sept. 21, 2004.



The evaluation of The Sidewinder Report from August ’04 until its conclusion in January ’05 looked closely at government appointments of ethnic Chinese.  PM Chrétien’s elevation of Wu Bingzhi, aka Adrienne Clarkson, to Governor General was geo-politically motivated.  He chose her, born in China to parents both of whom were Chinese,  making her Commander-in-Chief of the country’s armed forces.  To us, just a figurehead.  To the Beijing leadershp and top officials in the Chinese Communist Party a major achievement and massive propaganda victory. 



The same motivation was behind the elevation of ethnic Chinese David Lam to the position of British Columbia Lieutenant Governor in the previous decade.


In 1988 … David See-Chai Lam was appointed British Columbia’s twenty-fifth Lieutenant-Governor. David Lam is the first Canadian of Chinese origin to have become a Lieutenant-Governor of any province.  David Lam was born in Hong Kong in 1923. His parents came from a Shantou, in China, which is about 180 miles from Hong Kong. Although horticulture was his greatest interest, it was banking that became his career.

The appointment of ethnic Chinese Norman Kwong by Paul Martin to the position of Lieutenant Governor in oil-rich Alberta continued a prime ministerial tradition, making it three PMs in a row (from 1988 to 2005) who elevated someone of Chinese ethnicity to top constitutional posts.  



When the study pursuant to the CSIS-RCMP report was concluded, the discovery that there are a whopping 324 private sector associations that cater to the Chinese immediately led to the conclusion they were used to advance Beijing’s de facto governance and where Canadian’s linked to it would go in part to advance that constitutionally violating and international law infringing circumstance.
